I have problems uploading files on forum due upload limitation but.
Can someone tell me what is the best solution to host files somewhere else to be publicly accessed?

All depends what files are for and how big, there are plenty of sites like rapidshare and megaupload, other then that your better off like Dutchy suggests and getting a hosting deal like i had to to host maps for mayhem.
